PROBLEM TO BE SOLVED: To provide an image encoder, an image decoder, an image encoding program, and an image decoding program capable of enhancing the image quality of an integrated image thus decoded.SOLUTION: An interpolation unit receives an integrated image formed of a plurality of element images, and an image outside of the element, that is a part other than the plurality of element images, and determines the signal value of the image outside of the element, by interpolating the signal value of at least any one of the plurality of element images. A conversion unit calculates the conversion coefficients by converting an interpolation image, formed of the element image and an image outside of the element having a signal value determined in the interpolation unit, into a frequency region for each block. |
