PROBLEM TO BE SOLVED: To prevent reduction in sharpness in a cutting blade, by preventing the occurrence of a clearance between an outer blade and an inner blade. ! SOLUTION: A pair of left-right holding arms 65 extending upward are provided in an upper end part of a driving shaft 54. A passive piece 74 engaging between the pair of holding arms 65 is provided in an inner blade frame 30. A transmission structure is constituted of the pair of holding arms 65 and the passive piece 74. A neutral frame 79 is arranged on the lower side of the inner blade frame 30, and an inner blade spring 80 for vertically floatably supporting the neutral frame 79 is arranged between the pair of holding arms 65. The neutral frame 79 integrally comprises a frame part 81 for enclosing the pair of holding arms 65 and a push-up part 82 for pushing up-energizing the passive piece 74 of the inner blade frame 30.
