The present invention relates to a cloud streaming service system which directly decodes data without a demultiplex process of video and audio data, and a synchronization process of the video and audio data in order to minimize a latency time of a cloud streaming service, to an apparatus therefor, and to a cloud streaming service method. According to the present invention, a cloud service apparatus transmits the encoded video and audio data of content requested by a user device to be synchronized, and sequentially transmits the same by frame unit to be corresponded to a play time in the user device. In addition, the user device receives, from the cloud streaming service device, the video and audio data, individually, encoded by frame unit to be corresponded to the play time, and is realized to decode the encoded video and audio data to be outputted in reception order. |
