[Problem] To easily calculate the speed of a surface current. [Solution] A surface current estimation device (1a) provided with: a groundspeed calculation unit (11) for calculating a groundspeed vector of a ship at sea at a target point at which the ship is positioned; an estimator (12a) for receiving an input of the value at the target point of at least one parameter affecting a water speed vector of the ship, and estimating and outputting a value corresponding to conditions specified by combinations of received values as the water speed vector of the ship; and a surface current calculation unit (13) for calculating a surface current speed vector at the target point on the basis of the outputted value of the water speed vector estimated by the estimator (12a) and the groundspeed vector calculated by the groundspeed calculation unit (11).
