The present invention relates to a cell, a small cell, and a method for scheduling communication link resources. The small cell comprises: a transmitting unit used for reporting to a cell load information and channel state information between the small cell and an adjacent first small cell, where the coverage of the small cell and that of the first small cell both fall within the coverage of the cell; a receiving unit used for receiving a link pre-scheduling signaling transmitted by the cell on the basis of the load information and of the channel state information, where the link pre-scheduling signaling comprises radio resource usage information, and the radio resource usage information is used for indicating a state of radio resources of the first base station that are being used by a backhaul link; a scheduling unit used for allocating a first radio resource in available radio resources to the backhaul link of the first small cell on the basis of the channel state information and of the radio resource usage information; and, an allocating unit used for allocating a second radio resource other than the first radio resource in the available radio resources to an access link, for use in data transmission between the small cell and a user equipment.
