PROBLEM TO BE SOLVED: To provide a method and apparatus of determining a motion vector via motion vector prediction.SOLUTION: The method includes: determining 21 a candidate motion vector list including motion vectors of a plurality of candidate blocks referred to so as to predict a motion vector of a current block; in a case where a reference video of a first candidate block from among the plurality of candidate blocks is different from a reference video of the current block, determining 23 whether or not a motion vector of the first candidate block is used in the candidate motion vector list, on the basis of whether each of the reference video of the current block and the reference video of the first candidate block is a short-term reference video or a long-term reference video; and determining 25 the motion vector of the current block by utilizing a candidate motion vector selected from among the motion vectors included in the candidate motion vector list.
