[Solution] This system, which controls a network (20) that contains a plurality of nodes (21, 22), is provided with traffic-data collection functionality (11) whereby traffic data is collected from the network, traffic-feature-quantity extraction functionality (12) whereby a traffic feature quantity for the entire network is extracted from the collected traffic data, and parameter determination functionality (13) whereby a control parameter to set with respect to the abovementioned nodes is determined on the basis of the aforementioned traffic feature quantity. |
