PROBLEM TO BE SOLVED: To provide an igniter capable of producing plasmas in a wider range and realizing ignition in a wider range in a combustion chamber. ! SOLUTION: An electromagnetic-wave generation power supply 60 generates a microwave that may resonate in a combustion chamber 108. A microwave radiator 20, which is arranged in a state of facing the combustion chamber 108, radiates the microwave generated in the electromagnetic-wave generation power supply 60 into the combustion chamber 108. A charge supply device 30 supplies charges into the combustion chamber 108 so as to be across an electric field vector of an electric field formed by the microwave radiated from the microwave radiator 20. As a result, the charges migrate by an electromagnetic force action of the microwave, so that microwave plasmas are produced in a wider range and a lean air-fuel mixture is ignited in a wider range. !
