The present invention relates a sensing unit for measuring the temperature and water level of cooling water for cooling spent fuel, and an optical fiber sensor apparatus comprising the same. For this, a sensing part which reflects an optical signal received from an optical fiber to a collection part for measuring the temperature of cooling water for cooling the spent fuel, includes: an optical fiber which is connected to the collection part and receives the optical signal; a case which surrounds an end of the optical fiber; and a solution which is filled in the case. The optical fiber touches the solution in the case, and reflects the optical signal received from the contact part of the solution and the optical fiber.
