PROBLEM TO BE SOLVED: To provide means to solve the problems in an external pharmaceutical composition to be foamy in its use including a sufficient amount of polar solvent for solubilizing a hardly water-soluble agent in which foam-forming property, use feeling such as foam quality, discharge failure, malfunction in use, and a problem on the dosage form like adverse effect related to safety such as skin irritation. ! SOLUTION: An external pharmaceutical composition to be foamy in its use comprises 1) a polar solvent, and 2) a nonionic surfactant. The polar solvent contains one or more selected from an N-alkyl-2-pyrolidone with 1-4C alkyl chain, a carbonic diester, a crotamiton, an acylated product and an etherified product of a polyhydric alcohol, and the nonionic surfactant is selected from a fatty acid ester of a polyglycerol, a polyoxyethylene fatty acid ester, an alkyl or an alkenyl ether of a polyoxyethylene, a fatty acid diethanolamide and the like. !
