PROBLEM TO BE SOLVED: To reduce consumption power while suppressing reduction in image quality.SOLUTION: The image pickup device includes a pixel region in which a photoelectric conversion part for converting incident light to electricity and a transistor for controlling transfer of charges stored in the photoelectric conversion part are formed on a well as a unit pixel. The photoelectric conversion part is coupled to a well potential of the pixel region. The well potential of the pixel region is set at negative potential. The present technologies may be applied to an image pickup device and an electronic apparatus.
