The present invention relates to an apparatus and a method to treat a surface of a base metal, a tight and solid passive layer is continuously formed by PEO treatment on the surface of a conductive base metal having a roll type or a longitudinal plate shape on which surface oxidation is easy such as magnesium, magnesium alloy, aluminum, and aluminum alloy; thereby improving workability for surface treatment, improve product durability, and improve resistance to corrosion and salt. An apparatus to treat the surface of the base material comprises: a passive treatment unit in which the conductive base metal is pressed to a conductive roller driven to rotate and continuously pass, wherein the passive treatment unit continuously forms a passive layer on the surface of the base metal by plasma electrolytic oxidation (PEO) treatment; and a plane-spraying electrolyte nozzle installed in the passive treatment unit, including a rectangular spraying port to bring electrolyte liquid in contact with the surface of the base metal by plane-spraying. |
