A monitoring device for monitoring a concentration of molecules present in a dielectric insulation medium in a room, the room housing at least one medium voltage or high voltage electrical apparatus and being accessible by humans, wherein the monitoring device comprises at least one sensor for determining in a non-local manner an averaged concentration-dependent electromagnetic property of the molecules present in the dielectric insulation medium at at least one wavelength or wavelength band of the electromagnetic wave spectrum, characterized in that
the monitoring device is adapted to determine the concentration of the molecules of an organic fluorine compound, the monitoring device is for in-situ monitoring and/or controlling a dielectric strength of the dielectric insulation medium inside the room, the monitoring device is part of or is connected to a control system designed to detect a fault concentration outside an allowed concentration range of the molecules in the room and to automatically initiate mitigating measures in response to changes in the concentrations of the dielectric insulation medium, and the control system is connected to a supply system for a controlled injection of the dielectric insulation medium into the room.
