The first parallel plate (17) shifts the optical axis of the condensed laser light to a second optical axis. The first drive unit (14) causes the first parallel plate (17) to rotate about a first rotation axis. The second parallel plate (19) shifts the optical axis of the laser beam that was shifted to the second optical axis to a third optical axis. The second drive unit (21) causes the second parallel plate (19) to rotate about a second rotation axis. The direction of the first rotation axis and the direction of the second rotation axis are the same.
