<p><P>PROBLEM TO BE SOLVED: To provide a device and a method for treating an inner surface of a tubular film capable of preventing the occurrence of uneven treatment on an inner peripheral surface of the tubular film, and the tubular film which has been treated on the inner surface. <P>SOLUTION: The device includes a holding means 3 having a cylindrical body 31 for holding the tubular film Z on the inner peripheral surface thereof in a state of maintaining at least a portion of the film in a cylindrical shape, a reservoir tank 4 in which an inner surface treating liquid for the tubular film Z is stored and in which the tubular film is immersed, and a sliding means 6 having a cylindrical sliding body 62 whose outer peripheral surface can slide on the inner peripheral surface of the tubular film.
