According to the present invention, the hot and cold water dispenser comprises: a plastic bag for storing water; a lower case for accepting the plastic bag; and a water level sensor mounted in the lower case to sense whether the level of the water accepted in the plastic bag meets a specific water level. The water level sensor comprises: a light emitting part for emitting light; and a light receiving part for receiving the emitted light from the light emitting part.
