The blind has an occultation web driven by a draw bar (11) guided into guiding rails. The web is equipped with balancing cables (191, 192) circulating into or on the draw bar. The cables are guided by the pulleys (171, 172) carried by the draw bar. Locking flanges (21, 22) are integrally carried by the draw bar, and act on one of the pulleys and/or cables for locking the draw bar. The draw bar is made of a metal, and carries upper and/or lower plastic trim.
