Disclosed are a signal multiplexing device and a signal multiplexing method using layered division multiplexing. According to an embodiment of the present invention, the signal multiplexing device comprises: a combiner for combining a core layer signal and an enhanced layer signal at power levels different from each other; and a time interleaver for performing an interleaving process which is applied to both the core layer signal and the enhanced layer signal.
