Disclosed are a method and apparatus for decoding an image. The method for decoding the image according to the present invention includes the steps of: receiving parallel merge level information to show the size of a block in which a parallel merge processing is possible; inducing at least one merge candidate among temporal merge candidates and spatial merge candidates based on an encoding block based on the parallel merge level information, and generating a single merge candidate list for a prediction block in the encoding block based on the merge candidate. At least one merge candidate is induced based on the size of the encoding block and the location of the encoding block.
