The present invention relates to an apparatus and a method for cultivating microalgae using an online-monitoring device, capable of culturing microalgae through a photobioreactor and an online monitoring device while using microalgae strains which can be cultured at high density. The apparatus for cultivating microalgae according to the present invention comprises: a photobioreactor (100) which has a guide plate (110) provided in a lower portion to allow a culture solution (10) mixed with sewage water and nitrogen to circulate and is transparently formed to absorb sunlight into the inside thereof; and a monitor unit (200) which is connected to a sensor (210), which is placed inside the photobioreactor (100) and collects microalgae culture data, and is placed outside the photobioreactor (100) so as to allow collected data information to be read from the outside.
