The present invention relates to a method for manufacturing sterilized water by electrolysis, and a running water type method for culturing fish in sterilized water using the same, more specifically, to a novel running water type method for culturing fish in sterilized water, which applies a novel sterile aquaculture system (SAS) without using antibiotics and vaccines, thus minimizing fish mortality caused by various pathogenic microorganisms. The method for culturing fish using fresh water or sea water comprises the steps of: electrolyzing fresh water or sea water to produce oxidants; destroying pathogenic viruses, bacteria, and parasites to manufacture sterilized water containing lower levels of harmful substances than a drinking water standard; and removing residual oxidants which are toxic to fish through neutralization of the sterilized water.
