A continuous casting device for continuously casting ingots formed from titanium or a titanium alloy has a plasma torch (7) that is provided above a mold (2) and heats a molten surface in a melt inside the mold, and an electromagnetic stirring device (8) that at least stirs the molten surface of the melt by electromagnetic stirring using alternating current. The electromagnetic stirring device gives rise to a flow parallel to wall surfaces of the mold at the peripheral edge parts of the molten surface of the melt at least on the molten surface of the melt.
