The purpose of the present invention is to provide an enhancer which can cause the efficient accumulation of an anti-cancer agent in a tumor tissue to enhance the anti-tumor effect of an anti-cancer agent. When carbonate apatite is administered in combination with an anti-cancer agent, the anti-cancer agent can be accumulated in a tumor tissue with high efficiency and therefore the anti-tumor effect of the anti-cancer agent can be enhanced dramatically.
