Embodiments of the present invention provide a control method for using a radio resource, an apparatus, a network element, and a terminal. The method comprises: a network element obtaining current communication state information; the network element determining a currently available resource in a first unauthorized spectrum resource according to the current communication state information; the network element notifying a terminal of the currently available resource in the first unauthorized spectrum resource; and the network element communicating with the terminal by using the currently available resource, the first unauthorized spectrum resource being used for configuring a first cell for the terminal, a bandwidth of the currently available resource being not greater than a maximum bandwidth of the first cell, and the maximum bandwidth of the first cell being not greater than a bandwidth of the first unauthorized spectrum resource. By means of the control method for using a radio resource, the apparatus, the network element and the terminal, an unauthorized spectrum resource can be flexibly used.
