A travel time data adjustment unit extracts a link present in the periphery of a target link as a reference link. The travel time data adjustment unit selects, from the reference link, the same time frame as the time frame in which the sample data of the target link does not reach a standard number, and searches for another time frame in which the statistics are similar to the aforementioned selected time frame. Then, the sample data number of the same time frame as the target link, which corresponds to the time frame selected from the reference link, is added with the sample data number of a time frame in which the number of sample data is equal to or less than the standard number, and statistics are created from said sample data.
