The present invention relates to a device and a method for video encoding. The video encoding device according to the present invention performs encoding by using a group of pictures (GOP) which has a hierarchical picture structure, wherein the video encoding device applies a set first search range with respect to a first picture belonging to a base layer of the GOP and refers to a base layer reference picture to perform an inter-prediction. The video encoding device includes: first means for obtaining an optimal motion vector with respect to a unit block of the first picture; second means for determining a second search range to apply to the inter-prediction with respect to a second picture which is placed between the first picture and the base layer reference picture, wherein the first means can perform the inter-prediction with respect to the unit block of the second picture by applying the second search range. |
