A transmitter (100) for transmitting a signal to a receiver by changing the amount of light to be emitted, and not likely to be limited due to configuration, is equipped with: a control unit (101) for generating a control voltage according to the signal to be transmitted; a reflective body (102) for reflecting solar light; and a liquid crystal panel (103) for receiving the reflected solar light reflected by the reflective body (102), and changing the amount of light to be emitted to the receiver side thereof by transmission of said reflected light therethrough, according to the control voltage.
