<p><P>PROBLEM TO BE SOLVED: To provide: a resin composition that can prevent migration of a metal from occurring while preventing the increase in a resistance value of a conductive layer, and to provide a method of forming the conductive layer, and the conductive layer. <P>SOLUTION: The resin composition for forming the conductive layer or an insulating layer contains: a base resin; and a compound represented by the following formula (1).
