摘要 PROBLEM TO BE SOLVED: To provide a non-oriented electromagnetic steel sheet which does not produce an oxidized layer on the steel sheet and which excels in high-frequency iron loss by controlling oxygen potential in annealing atmosphere within an appropriate range according to components in a finishing annealing process after the steel sheet is cold-rolled to a thickness of a final product.SOLUTION: In the manufacturing process of the non-oriented electromagnetic steel sheet which contains, by mass%, 0.005% or lower C, 2 to 4% Si, 0.3 to 2% Al, 0.3 to 4% Cr, and 3 to 7% of Si+Al+Cr, 1.5% or lower Mn, 0.003% or lower S, 0.003% or lower N, and the balance being unavoidable impurities, the finishing annealing process after a hot-rolled steel sheet is cold-rolled to the thickness of the final product is performed so as to control the oxygen potential PH2O/PH2 in a range of 0.015×Xor lower, wherein X is a total of the contents (mass%) of Si, Al and Cr.
