<P>PROBLEM TO BE SOLVED: To provide a neutralization device in which, even if a container is filled with a neutralizing agent as much as possible, a drain-side channel and a water-suppy-side channel are not cross connected to each other upon the abrupt tilting or vibration of the container, and to provide a combustion apparatus. <P>SOLUTION: The neutralizing device 11 includes a storage unit 15 into which drain water is guided, a bottomed space 16 through which clean water passes, and a water supply unit 33 through which clean water is forced to pass when a given condition is met. The clean water supplied from the water supply unit 33 certainly forms a water seal in the storage unit 15. The drain water guided into the storage unit 15 is discharged to the downstream side from the storage unit 15 when the drain water reaches a given water level. The water supply unit 33 is located at a position higher than the bottom face of the bottomed space 16, and is separated from the water surface at the given level by a given or longer distance.
