The present invention relates to a device and a method for encoding a video based on the perceived quality by using a just noticeable difference (JND) model. Regarding limiting conversion coefficients in a video encoding operation based on the perceived quality, the present invention estimates and uses the JND model according to a spatial frequency, the visual provided for a viewer, and a current frame. Accordingly, the present invention can limit the conversion coefficients in order not to limit the perceived quality, thereby executing a high-quality video encoding operation based on the perceived quality.
