A paper sheet processing apparatus that performs authentication of a paper sheet, the paper sheet processing apparatus comprising: an image reader that reads an image of the paper sheet; an image processing unit that clips images of number portions of the paper sheet from the image of the paper sheet read by the image reader; a character recognizing unit that recognizes unique numbers printed on the paper sheet from the images of the number portions clipped by the image processing unit; an authentication condition memory that stores authentication conditions for performing authentication of the paper sheet by using the unique numbers printed on the paper sheet; and a matching unit that performs matching for authenticating the paper sheet based on the authentication conditions stored in the authentication condition memory, wherein the authentication conditions stored in the authentication condition memory comprise a reference number of matched characters indicating a number of matched characters between respective digits of the unique numbers, the reference number is a criterion for judging that the paper sheet is not a counterfeit note, and when the number of matched characters between respective digits of the plurality of unique numbers is equal to or larger than the reference number of matched characters, a multiple-numbers matching function judges that the paper sheet is not a counterfeit note.
