PROBLEM TO BE SOLVED: To provide a video transmission system capable of reducing a load of a video optimization device (rate conversion device) for converting a motion picture rate, and capable of suppressing network band consumption.SOLUTION: A video transmission system S is characterized in that a video optimization device 2 determines a CODEC possibility from meta information of a motion picture, an access control device 3 is notified of a determination result and a motion picture rate included in the meta information and if CODEC is impossible as a result of the determination or an available network band of a terminal 5 is greater than the motion picture rate, the access control device 3 notifies an access router 1 of repeating stop of the video optimization device 2. The access router 1 then sets a route so as to transfer the motion picture from a motion picture server 4 to the terminal 5 without via the video optimization device 2.
