PROBLEM TO BE SOLVED: To provide a fixing member configured to improve stability of image quality even after endurance from the beginning, a fixing apparatus, and an image forming apparatus.SOLUTION: A fixing belt 61 which is used in a process of heating a toner image on a sheet S to fix it on the sheet S includes: a base material layer; an elastic layer formed on the base material layer; a fluororesin layer formed on the elastic layer. A degree of orientation of the fluororesin layer measured by FT-IR falls within a range of 0.1-0.4. When the fixing belt 61 is used for fixing the sheet S, gloss of the toner image formed on the sheet S and separability of the sheet S from the fixing belt 61 are excellent even after endurance from the beginning, thereby improving stability of image quality even after endurance from the beginning.
