The present invention relates to a reference system for forming a free face and a reference hole forming method using the same. The reference hole forming method includes: a step of marking one or more reference lines having a predetermined length on a rock drill to be horizontal to a rod of the rock drill for drilling a rock; a step of forming one or more reference holes in a rock by moving the rod of the rock drill forward along the reference lines; and a step of forming a second reference hole in a horizontal direction to be separated from the reference holes at a predetermined distance by moving the rod of the rock drill forward along the preformed reference holes while one side of a guide unit is inserted into the reference holes and the other side of the guide unit is inserted into the rod of the rock drill.
