PROBLEM TO BE SOLVED: To shorten a dynamic band allocation (DBA) cycle when performing DBA over a network according to a scheduler distributed arrangement system.SOLUTION: A master scheduler 10 for calculating a group unit schedule comprises a function for notifying a slave scheduler 20 of request bands of all nodes within the network. The slave scheduler 20 includes a schedule sharing memory 22 and, in addition, includes: an internal state independent schedule determination section 55 which calculates a local schedule according to a schedule calculation algorithm, the calculation result of which does not depend on an internal state, and stores the local schedule in the schedule sharing memory 22; and another group schedule calculation section 56 which calculates a schedule that is transmitted from another group and defines a node within a present group as a receiving mode, according to the same algorithm as the internal state independent schedule determination section 55 and stores the calculated schedule in the schedule sharing memory 22.
