PROBLEM TO BE SOLVED: To avoid network congestion, and to allow for downloading even during communication.SOLUTION: A communication system includes: a band determination unit in which a first communication device determines a band usable for communication; a division size determination in which the first communication device determines a division size when dividing update data with resect to an application to be run by the first communication device into a plurality of data on the basis of band information indicative of the band usable for the communication; a division unit that divides the update data into a plurality of data in accordance with the determined division size determined by the division size determination unit; and a relevancy information creation unit that creates relevancy information related to the plurality of data divided by the division unit. A second communication unit is configured to transmit the relevancy information to the first communication device, which receives the update data divided into the division size in the band determined by the band determination unit to update the update data in accordance with the relevancy information.
