PROBLEM TO BE SOLVED: To provide a power system monitoring control apparatus capable of predicting a required output change amount beforehand with respect to a steep load change and adjusting output of a power generator to an optimum state.SOLUTION: A power system monitoring control apparatus 1a comprises: system information input means 11 acquiring present system information; extraction priority order input means 12 setting an extraction priority order for setting a priority order in extraction of a power generator performing transition of output; change amount and change time input means 15 inputting a total value of an output transition amount and transition time required for the transition of output; change object power generator extraction means 16 determining output values of transition of an object power generator and each power generator performing output transition with the system information, the extraction priority order and power generator data as input; change control schedule output value generation means 18 calculating the output value of the object power generator during the output transition with the transition time required for the transition of output, change power generator information and a power generation plan value as input; and control information output means 19 transmitting the output value to each power generator.
