PROBLEM TO BE SOLVED: To provide a method of estimating trolley wire deviation attributable to a wind blowing against a trolley wire, and a more reasonable operation restriction method for preventing an interruption accident in which a trolley wire of an electric railway comes off a pantograph contact strip.SOLUTION: A load on a pull-off 25 that supports a trolley wire 20 in a direction perpendicular to a rail is measured. A wind pressure load on the trolley wire 20 is estimated from the measured load as a distribution load. The maximum trolley wire deviation from the estimated wind pressure load is estimated. The estimated trolley wire deviation is compared to a regulation value and, it is determined whether or not operation regulation is needed.
