PROBLEM TO BE SOLVED: To provide a system that monitors a tracked parameter for a set of spatially distributed targets.SOLUTION: A computer 10 is configured to receive a current set 40 of an aggregation of observation targets by a first method O; and observe 42 tracked parameters using a mobile observation unit by the first method O; observe 44 tracked parameters using a second method P not using the mobile observation unit. An application module 46 is configured to make a policy determination and the like using observation data created by observation processing 42 and observation data created by observation processing 44; update 50 a selection 40 of the aggregation of the targets to be observed by the mobile observation unit at an upcoming time interval from data having the observation data 42 and 44 combined; determine 52 a disposition of the mobile observation unit; and display the disposition of the mobile observation unit by a mobile unit disposition interface module 56 in a display device 58. |
