PROBLEM TO BE SOLVED: To provide a moving image encoding device capable of appropriately performing bit rate control (code amount control) by efficiently performing moving image compression processing even in a video image with much noise (a video image with an adverse S/N).SOLUTION: In a moving image encoding apparatus 1000, a first orthogonal conversion section 1 performs orthogonal conversion on an input moving image. On the basis of frequency component data acquired by the orthogonal conversion by the first orthogonal conversion section 1, a complexity acquisition section 2 acquires complexity of the input moving image. On the basis of the frequency component data acquired by the orthogonal conversion by the first orthogonal conversion section, a noise determination section 3 makes a determination regarding noise included in the input moving image. On the basis of the complexity acquired by the complexity acquisition section and a result of the noise determination by the noise determination section, a code amount adjustment section 4 generates a code amount adjusting signal. An encoding section 6 performs quantization processing on the input moving image on the basis of a quantization parameter value that is determined on the basis of the code amount adjusting signal generated by the code amount adjustment section. |
