PROBLEM TO BE SOLVED: To provide a valve timing control device for an internal combustion engine capable of suppressing free rotation and falling-off of a slip ring by improving holding power of the slip ring by a resin part.SOLUTION: Annular inner and outer double small diameter and large diameter slip rings 34, 35 are molded at a resin part 22 provided at a power supply plate 11 of an electric motor 12, and brushes 30a, 30b for power supply which supply power by each tip part sliding with the slip ring are provided at a holding part provided at a cover member. In each of the slip rings, eight pieces of rectangular protrusions 34c-35d are integrally provided on inner and outer peripheral edges 34a, 34b, 35a, 35b, and each protrusion part is molded while being embedded in the resin part, and the whole slip ring is held and fixed.
