PROBLEM TO BE SOLVED: To provide a polymer electrolyte membrane having high durability by preventing degradation of an electrolyte membrane caused by radical species and hydrogen peroxide generated by a battery reaction, a membrane electrode assembly having the same, and a solid polymer fuel cell having the same.SOLUTION: An electrolyte membrane having a polymer electrolyte membrane layer containing a polymer electrolyte (a) and a porous carbon material having pores (b) is used. A polymer electrolyte membrane including: a layer I containing the polymer electrolyte (a) and the porous carbon material having pores (b); and a layer II containing the polymer electrolyte (a) and not containing the carbon material (b) may be used.
