PROBLEM TO BE SOLVED: To implement a technology for estimating QoE from start of a video distribution request from a user to reproduction of video content and completion of the reproduction.SOLUTION: A user sensory quality estimation device configured to estimate a user sensory quality with respect to a video distribution service includes: a reproduction waiting time acquisition section for acquiring a reproduction waiting time from start of a distribution request of video content by a video distribution service receiving terminal to start of reproduction of the video content in the video distribution service receiving terminal; an encoding quality estimation section for estimating an encoding quality of the distributed video content; and a user sensory quality estimation section for estimating the user sensory quality from the start of the distribution request of the video content to completion of the reproduction of the video content on the basis of the reproduction waiting time acquired by the reproduction waiting time acquisition section and the encoding quality of the video content estimated by the encoding quality estimation section.
