PROBLEM TO BE SOLVED: To suppress an increase amount of a communication load for distributing a parameter group for calculating a use cost of an apparatus to the apparatus.SOLUTION: An apparatus comprises: a first acquisition unit which acquires via a network first identification information for a parameter group for calculating a use amount of the apparatus; a comparison unit which compares second identification information for the parameter group for calculating the use amount of the apparatus stored in the apparatus with the first identification information; a second acquisition unit which acquires via the network difference information on the parameter group related to the first identification information for the parameter group stored in the apparatus when the first identification information is different from the second identification information; and a restriction unit which calculates the use amount of the apparatus by a user operating the apparatus on the basis of the difference information and the parameter group stored in the apparatus, and restricts use of the apparatus by the user in accordance with the use amount.
