PROBLEM TO BE SOLVED: To provide a radio communication system for preventing communication quality deterioration even in the environment congested by wide-band radio base stations, and a radio communication method.SOLUTION: The radio communication system comprises a plurality of radio terminals each including a first interface for wide-area radio communications and a second interface different therefrom and a radio base station to which the radio terminals are connected by the first interfaces. Each of the radio terminals includes: a communication quality calculation section for calculating a communication quality indicating a communication velocity with the radio base station; a radio communication section for transmitting the communication quality to the radio base station; and a control section in which, when the radio terminal is selected as a first repeating device for repeating the radio terminals and the radio base station on the basis of the communication quality, the start and stop of the two interfaces connecting the radio base station and the other radio terminals are controlled. The radio base station includes a selection section in which, when all the communication qualities received from the radio terminals are equal to or lower than a predetermined threshold value, the radio terminal having the highest communication quality is selected as the first repeating device.
