PROBLEM TO BE SOLVED: To suppress a processing load in path control processing for determining a path of a network.SOLUTION: A path controller 1 acquires topology information or network resource information on a network 3 from a node 30a (arrow 41); and stores, as network information 202, the information in a storage unit 20 (arrow 42). The path controller 1 refers to the network information 202 (arrow 43); and calculates a quality threshold showing quality of a path suitable for packet attribute information to store the quality threshold in quality threshold information 201 (arrow 44). When having received path inquiry information for inquiring about an unknown path from the node 30a (arrow 51), the path controller 1 refers to the quality threshold information 201 and the network information 202 stored in the storage unit 20 (arrow 52); and determines a path having a quality threshold suitable for packet attribute information included in the received path inquiry information to transmit the determined path to the node 30a (arrow 53).
