Disclosed are a color simulation apparatus for a surface on which a makeup material is applied and a method using the same. The color simulation apparatus includes: a color measurement unit which measures color information of multiple images, obtained by photographing a plurality of synthetic skins or actual skins having colors different from each other, on which power in the same color is applied; and a powder feature estimation unit which measures transmittance and thickness of the applied powder by using color information of the synthetic skins or the actual skins, color information of the powder, and color information of the photographed images.
