The present invention relates to generating apparatus and method for an OpenFlow-based communications environment test case capable of testing the relevance and performance in a communications environment by generating a test case automatically through a flow table about an OpenFlow-based communications environment. The generating apparatus for an OpenFlow-based communications environment test case includes an information collection unit, a case collection unit, and a case verification unit; and has a purpose to generate a test case automatically which is fitted with a device under a test and a flow table rule through a script or a language capable of controlling the flow table of an OpenFlow controller or a network measuring device for an automatic test and to provide a result to a tester by verifying the test case.
