PROBLEM TO BE SOLVED: To select a transmission scheme for improving a transmission rate when transmitting a data signal to a terminal station device by using any of a plurality of transmission schemes.SOLUTION: A radio communication system comprises a base station device which comprises: a transmission rate calculation part for calculating when transmitting a data signal to a terminal station device by using any one of a plurality of transmission schemes, a transmission rate with respect to each transmission scheme based on an overhead including transmission and reception of a control signal, a data length of the data signal, a modulation scheme, a code rate and the number of sub-carriers used for transmission; a transmission signal generation part for modulating the data signal to be transmitted to the terminal station device to a radio packet signal corresponding to each of the plurality of transmission schemes; a transmission scheme selection part for causing the transmission signal generation part to generate the radio packet signal depending on the transmission scheme corresponding to the maximum transmission rate among the plurality of transmission rates calculated by the transmission rate calculation part; and a transmission part converting the radio packet signal generated depending on the selection by the transmission scheme selection part and transmitting the converted radio signal.
